From my perspective in the USA, it seems that most of the developed world, the relatively rich, are thinking in terms of climate change and reducing greenhouse gas emissions, at least in lip service.  India and China (and Indonesia) are the big wild cards.  The Chinese Communist Party has an official position that takes the environment and climate change into consideration.  They recognize that following in the path of the USA or EU means we have to find another Earth or two to provide that kind of "prosperity."

Short term climate forces like black carbon and tropospheric ozone can make a big difference and provide ancillary benefits in terms of health and economics that makes the North/South who pays? argument moot.

The EU and USA should get on board with an aggressive zero emissions industrial and economic policy (but the USA doesn't do industrial policy) and begin to consider ecological design for climate change and other kinds of environmental remediation.  Allan Savory's work is an example of what could be possible.
